What photo editing/digital art software would you recommend for an anime artist?

I love drawing anime fanart, but our scanner is broken so I upload it onto deviantART with my cell phone, which makes the picture blurry and changes small (but important) details such as facial expressions. I normally use FotoFlexer since it’s free, but it doesn’t really work very well (for me anyways) and freezes easily. Since Christmas is drawing nearer, I would like some photo editing software and software you can use to digitally color pictures but I have no idea what to pick…
Is there anything that isn’t too expensive but still works well?
