i am looking for programs let let u make pictures like http://www.bisbeemedia.com/wp-content/uploads/2008/11/digital-art.jpg quality wise i mean i really need an up to date software program so i can start making pictures on my windows vista hp pavilion entertainment notebook pc i really need one and money not an problem here but if u know free ones please let me know

Try Corel Painter. Works on PC’s and Mac’s. It is NOT free but it is GREAT!
There are no real free ones out there, unless you down load illegally. I WOULD NOT DO THAT!!!!
